Mariing iginigiit ng Kagawaran ng Transportasyon na tuloy na tuloy at walang atrasan ang pagpapatupad ng Public Utility Vehicle Modernization Program (PUVMP).

Ito ay bilang paglilinaw sa mga balitang lumabas matapos ang deliberasyon ng Senado sa panukalang PhP147-billion budget ng DOTr kanina.

Walang sinabi ang DOTr na hindi nito itutuloy ang pagpapatupad ng PUV Modernization Program. Ang nabanggit ay kung sakali mang mabigo ang mga operator ng mga lumang jeepney na mag-modernize ng kanilang mga unit pagsapit ng Hulyo 2020, pansamantala ay pahihintulutan muna sila ng DOTr na makapamasada sa kondisyong papasa ang kanilang mga lumang unit sa roadworthiness test sa ilalim ng technology-based Motor Vehicle Inspection System (MVIS), na walang human intervention. Layunin nitong tiyaking ligtas pa rin sa kalsada ang mga lumang modelo ng PUV.

Kung sakaling pumasa sila sa MVIS, bibigyan ang mga PUV operator ng provisional authority (PA) na epektibo lamang ng isang taon, dahil matapos ang isang taon ay kinakailangan muli nilang sumalang sa computerized MVIS check.

Upang mabigyan ng PA ay kailangan ng mga PUV operator na makapagsumite ng petition for consolidation pagsapit ng ika-30 ng Hunyo 2020, pati na rin ang petition na nagsasaad ng kanilang layunin at kagustuhang lumahok sa PUVMP.

Kung sakaling hindi sila makapagsumite ng naturang petisyon sa isinaad na petsa, hindi na iiral ang polisiya ng “prior operator rule” at sa halip ay bubuksan ang kanilang mga dating ruta sa mga aplikanteng kooperatiba o korporasyon na nakapag-modernize na ng kanilang mga unit.

Dagdag pa dito, oras na may PUVMP-compliant na kooperatiba o korporasyon na ang mabigyan ng prangkisa sa rutang tinatakbuhan ng lumang jeepney, automatic na makakansela na ang PA na ibinigay dito.

Bilang tugon sa direktiba ng Pangulong Rodrigo Roa Duterte, nanatiling matatag ang hangarin ng DOTr sa pamumuno ni Secretary Arhur Tugade na ipatupad ang PUVMP upang gawing mas ligtas ang ating pampublikong transportasyon, bawasan ang polusyong dulot nito sa kapaligiran, ibalik ang dignidad ng mga Pilipino sa pagko-commute, at itaas ang antas ng kabuhayan ng ating mga operator at tsuper.
